SCP-005 — Pre-Shipment Quality Protocol

Revision date: 2026-09-01

ShankuChakra recommended operational protocol — this is not an official government or international standard.

Purpose

To verify, before a shipment is sealed and dispatched, that the goods conform to the agreed product specification and the approved reference sample.

Scope

Applies to every export shipment after packing is complete and before the container or consignment is sealed for dispatch.

Definitions

Pre-shipment inspection
A quality and quantity check performed on the finished, packed consignment prior to dispatch.

Required Information

  • Agreed product specification (see SCP-003)
  • Approved reference sample and prior test results (see SCP-004)
  • Packing list and quantity confirmation
  • Applicable buyer or third-party inspection requirements

Procedure

  1. Draw a representative sample from the packed consignment across multiple bags/units, not from a single point.
  2. Compare the drawn sample visually and, where required, through laboratory testing, against the approved reference sample and specification.
  3. Verify packed quantity, packaging condition, labelling and marking against the purchase order and specification.
  4. Where a buyer requires third-party inspection (e.g., SGS, Bureau Veritas, or an equivalent agency), coordinate inspection before sealing.
  5. Document the pre-shipment inspection result, including any deviations and corrective action taken, before authorizing loading.
  6. Only proceed to seal and dispatch after inspection sign-off.

Checklist

  • Representative sample drawn from the finished consignment
  • Sample checked against specification and reference sample
  • Quantity, packaging and labelling verified
  • Third-party inspection completed where required
  • Inspection result documented before sealing

Documents Required

  • Pre-shipment inspection report
  • Certificate of Analysis (if applicable)
  • Third-party inspection certificate (if applicable)
  • Packing list

Risks

  • Sealing and dispatching a shipment without a documented final quality check
  • Discovering a specification deviation only after the buyer receives the goods
  • Skipping third-party inspection required under the sales contract or LC terms

Common Mistakes

  • Sampling only from the top or most accessible bags rather than across the consignment
  • Treating pre-shipment inspection as a formality rather than a genuine quality gate
  • Not retaining the pre-shipment inspection report for future reference or dispute resolution

Verification Points

  • Was the pre-shipment sample genuinely representative of the full consignment?
  • Does the result match the agreed specification and approved reference sample?
  • Is the inspection documented and signed off before sealing?
