ShankuChakra Protocol
SCP-007 — Export Documentation Protocol
Revision date: 2026-09-01
Purpose
To ensure the full set of export documents for a shipment is accurate, internally consistent, and prepared in time for customs clearance and buyer requirements.
Scope
Applies to the preparation of export documentation for every confirmed shipment, from commercial invoice through to final document transmission to the buyer or bank.
Definitions
- Document set
- The complete collection of commercial, transport and regulatory documents required for a specific shipment.
Required Information
- Confirmed order details (product, quantity, Incoterm, price)
- Buyer's exact legal name and address as required on documents
- Applicable certificates for the product and destination (e.g., Certificate of Origin, Phytosanitary Certificate, COA)
- LC terms, if payment is by Letter of Credit
Procedure
- Prepare the commercial invoice and packing list based on the confirmed order, ensuring quantities, prices and terms match exactly.
- Identify which additional certificates apply to the product and destination (see the relevant country guide) and initiate requests early, as some certificates take time to obtain.
- Cross-check all documents against each other for consistency in quantities, weights, marks and numbers, and buyer/consignee details before finalizing.
- Where payment is by LC, check every document against the LC's exact wording before presentation (see the LC Document Verification Protocol).
- File the Shipping Bill with customs and obtain clearance before or in line with the vessel/flight schedule.
- Transmit final documents to the buyer directly, or through banks under LC terms, within the required presentation period.
Checklist
- Commercial invoice and packing list match the confirmed order exactly
- Required certificates identified and requested with enough lead time
- All documents cross-checked for internal consistency
- LC documents checked against LC wording, if applicable
- Shipping Bill filed and customs clearance obtained
- Documents transmitted within the required timeframe
Documents Required
- Commercial invoice
- Packing list
- Certificate of Origin
- Product-specific certificates as applicable (Phytosanitary, Health, COA)
- Bill of Lading
- Shipping Bill
Risks
- Inconsistent details across documents causing customs or LC delays
- Missing a required certificate identified too late to obtain before shipment
- Late document transmission missing the buyer's or LC's required timeframe
Common Mistakes
- Starting certificate applications only after the shipment is ready to move, rather than in parallel with production
- Minor spelling or quantity mismatches between invoice and packing list
- Not checking presentation deadlines under an LC before finalizing the shipment schedule
Verification Points
- Do all documents in the set agree with each other on quantity, weight and party names?
- Have all destination-required certificates been identified and obtained in time?
- Will documents reach the buyer or bank within the required presentation period?
